Waltham Estates appled to create temporary accommodation rooms in a former care home earlier this year.
It would provide 19 rooms, including three studio rooms, in Wellesley Road for people in need.
The property has been empty since 2020 when Essex Fresh Start closed.
The scheme will also provide flexible communal spaces for cooking, dining and socialising.
The application says: "The building would be refurbished, modernised and the layout redesigned for its utility as a facility for temporary and emergency housing.
"The facility as proposed is not a house of multiple occupation but 19 independent studio units with their own ensuite, kitchenette and amenity spaces."
The building would be fully staffed on a shift basis and occupants would be referred as "guests" of Tendring Council.
"The proposed change of use delivers social, economic and environmental benefits to the people of Clacton and the wider locality," the application said.
"Tendring Council has a statutory obligation to provide temporary accommodation for particular cohorts of the community who are homeless.
"The council would refer guests on a temporary/emergency basis to the commissioned operational managers where they will be placed in rooms at the site.
"The need for homeless accommodation is acute and accommodation remains in very short supply."
Tendring Council approved the plans for temporary emergency accommodation on Monday.
No one will be allowed to live there for more than 14 months or return within three months of their last occupation.
