Aspiring Residential Homes proposed to turn a house in Millers Barn Road, into a children's care home.
Tendring Council approved the plans on Friday.
The developer will provide care and accommodation for two children or young people aged between 10 and 17.

The application says Millers Barn House offers a "stable, family-style environment" to help children make progress.
"The home is intended for children whose needs can be met safely within a nurturing, low to moderate support environment," it says.
"This includes children who may have experienced trauma, disrupted attachments, emotional or behavioural difficulties, or instability in previous placements.
"Two carers will be on duty during the daytime shift, while one sleep-in staff member will be on duty during the night-time shift.
"The home is intentionally run on a small scale to preserve a calm, domestic environment and enable personalised care."
Staff members will work 12-hour shifts from 7am to 7pm or from 7pm to 7am.
