If the plans are approved, the new development would be built on former agricultural land.
The applications says the service station would "support economic growth and productivity, helping to create businesses that can invest, expand and adapt".
It says: "The development responds directly to the site’s strategic location adjacent to the A120 corridor, providing infrastructure and services to support both local and strategic movement. "
