10th February 2022 to 12th March 2022

Essex County Council
Notice of public participation in the Review of a Local Plan
Engagement period - 11 February to 25 March 2022

Non-Statutory Engagement on Policy S6 of the Essex Minerals Local Plan 2014 and
Notification of a Call for Sites for Future Sand and Gravel Extraction
The Essex Minerals Local Plan was adopted in July 2014 and provides planning policies for minerals development in Essex until 2029. It sets a policy framework within which the best possible use of mineral resources; mainly sand and gravel in Essex, can be achieved. It also allocates sites for future mineral extraction and associated development. Proposed amendments to the Essex Minerals Local Plan 2014 were consulted on between 18 March - 29 April 2021. Following an assessment of the representations received (that are related to sand and gravel supply), it is proposed that to ensure a sufficient supply of sand and gravel is maintained to the end of the Plan period in 2029, new sand and gravel extraction sites will need to be allocated within Essex as part of the current MLP Review.
Therefore, a focussed engagement on Policy S6 of the Essex Minerals Local Plan, which quantifies the need for sand and gravel, and a Call for Sites, will be held from 11th February 2022 to 25th March 2022. Responses should be made by 5pm on 25th March 2022.
Please note that this Call for Sites exercise is being carried out without prejudice to any conclusions reached in due course on the direction of MLP Policy S6, which is being run in parallel with this Call for Sites exercise. Future comments will be taken into account and this will determine whether any further Preferred Site allocations will be needed to meet any newly quantified need for sand and gravel as set through Policy S6.
If, following this engagement, an assessed need for additional sites remains, and suitable sites are submitted, a proposed list of Preferred and Non-Preferred allocations for new sand and gravel sites will be published for public consultation.
All engagement documents and information on how to respond can be found online at

All Information will be published in accordance with the requirements of the Freedom of Information Act, The General Data Protection Regulation and ECC's own privacy notice.
