I WOULD like to pay tribute to Councillor Roy Smith who recently passed away.

Roy was an upstanding member of the community and to Essex and Tendring Council. Roy will always be remembered for his commitment and passion to the community he served. My heart goes out to his beloved wife Cynthia and family.
